just heard "in the air tonight" by phil collins 5x or so, song's so damn creepy..adds to its charm.

I find "in a gadda-da-vida" by iron butterfly fairly creepy.

Same is the case with "when under ether" by P.J. Harvey (great song describing an abortion in a very very creepy way)

Some creepy albums:

Radiohead - Kid A, one of the creepiest and most depressing collection of songs I've ever heard.

Fantomas - Delirium Corda is a 74 minute song that simbolises a patient that awakes during a surgery or something like that. Extremely bizarre.

Also there's obviously lots of creepy songs from doom metal bands, but Anathema reached their creepy peak when they abandoned metal with albums like Alternative 4.
