Red and mega are too close to each other, it's one of the toughest maps to come back on against someone good. (Generally I go rail and hit 4 in a row... although that's useless now in Quakelive thanks to stupid bullshit 80 rail.

I think it was more the lightning gun hit registration back when quake3 first came out and wasn't tweaked at all. Maybe people didn't know much about rates, truelightning etc

Go back to vanilla q3 and you'll see what I mean.
