New Vegas was actually pretty good, even without any mods. The best source for any Bethesda game mods is nexusmods.

only dlcs i would get are: old world blues, gun runners and maybe lonesome road

You *need* either FelloutNV or NVSkies URWLified. Both of them make it look 100 times better (gets rid of the "omfg everything is orange feeling"). NVSkies is much more full featured and has lots of weather effects and whatnot if you're into that. I use Fellout because i didn't wan't to deal with using a mod manager for NVskies.

If you have a nice computer (mainly lots of RAM and a quick hard drive), NMC's texture pack is a must have. The nice version of it is over 7 gigs though. I can give you my full list when I get home tonight, but as far as I can remember right now:

All of the DLC's because I'm a fanboy
NMC textures
ADAM (I think this one is mostly NCR armor retexturing)
Fellout New Vegas
a bunch of smaller texture packs to clean up whatever NMC doesn't cover (general clutter, weapons, etc)
A texture pack that makes muties look way nicer
A neat texture pack that makes nice-loooking tumbleweeds
EVE
some kind of blood/gore mod, looks great
some kind of plantlife mod, that adds grass and bushes and nice trees. Not too overdone though, its still a desert.
Some other shit I've surely forgotten about.

I'll make a more accurate list for you when I get home and have it in front of me. My New Vegas install is about 14gigs total, hahaha. All of it stays very true to the original look and feel of the world though - nothing is really changed, just much more detailed.
