It really depends on who you ask.

After watching what Nada did to TLO with just 10 days of practice, I don't think anyone is qualified to comment on balance yet.

It's not specifically just the units, but the ability to get them quickly and use them together.

At the top ZvT seems ok now, zerg could do with some more viable openings but that's a separate issue to balance.
Not sure if lack of P in top 8 of IEM is due to players or 'balance', too early to say like you said.

I found the nada game interesting, if the real bw pros make the switch I wonder if TLO and the rest of the foreigners will actually be able to touch them.

They wouldn't. The same gameplay issues and mannerisms appear in the foreign SCBW scene, too. The problem is that Koreans are just that far ahead. =/
