heavy drops of water pelting down on the internet tubes cause the packets to slow down like cars in a traffic jam. this in turn reduces the performance of the netcode since the code has to perform extra calculations to bring everything back to a state of normalcy. note that in such a situation, high maxpackets will actually make it harder for the netcode to do its job so remember to bring your maxpackets down when it rains. all the way down to 30 in a downpour.
