Kill #2: Look at the unnatural right/down/right motion. The speed is constant and the linebreaks completely angled.

Kill #4: Aim twitches right to where enemy is shooting from. Then left. Then slowly up/right until it locks on the vertical axis and proceeds, 100% line locked, up to hs, without any change in speed. Look at just the last 1cm before he headshots.

This is not how FPS players aim. All FPS players aim directly at enemies (or their predicted move point). And a lot faster than he does. Even quake, famous for being about prediction, is faster and more twitch than this.

You can also view the official video (105secs in) at 1/4 speed, it might be more clear. Also view it at normal speed to get a feel for how slow/joypad-ish his movement is.

Sorry, but I don't think we can help you here. I play ps2 from time to time but I still can't tell you much from the video you posted. Quakers are especially good with that kind of flick sniping because of the railgun, it's not that suspicious to me, (some people have a roboty aim, and if you slow down those, you see weird things).
But if we are talking about the same Daddy (I can't confirm that), then you can be almost sure he is cheating. That's pretty much the only thing he did in Quake, over and over again, and sadly there is not much you can do about it.

It's actually not a flick at all. His movement is slow and robotic. You can watch the normal video to see his normal speed, which is slow.

The input is consistent and without curves. Especially kil #2. Zig zag with no curve on line changes. Constant speed.

Yes the slow down videos are not, but if you look at the normal speed video, he/she usually aligns the crosshair vertically to the head and flicks a short one horizontally. Many aims the same way in Quake except there is no vertical alignment necessary since there is no headshot (actually there is an option for it but nobody uses it).

If it's the same Daddy, the only option is to ban the whole IP range of that ISP, and hope that not many legit player gets locked out in the process.
