as long as the repelling magntic force is stronger then another magnetic field like earths gravity of 0.5 -> 2 gauss, you will have propulsion using pulse thrusters, and be able to hover like a jump jet because you need smaller thrusters up front for air/space brakes or turning real sharp when in space

the only thing, pulse thrusters won't propel you away from is a neutron star, unless you go all out and use close to 1MW magnets in your thrusters
