I mean if he already have monitor + mouse + keyboard + headphones + PC case and PSU. All he need is CPU, GPU and maybe RAM. Or does streaming involve a special Streaming card or w/e? Plus he could add a little money himself if he realy want an upgrade.

The basic components for a decent streaming PC (CPU, GPU, RAM, mobo) add up to around ~€900 on their own, and considering the potato ins has now, he's probably gonna need a new PSU aswell.

You do not need more than the following to stream most popular games on max settings and 60+ FPS in 1080p:

Intel Core i5-3570K (~240EUR)
8GB DDR3 1600 RAM (~70EUR)
GeForce GTX760 4GB (~250EUR)
Socket 1155 Mobo (anywhere between 80EUR and 120EUR)
Aftermarket CPU cooler for OC (40EUR to 60EUR)
Decent 500W PSU (60EUR)

So you get all of that for 800EUR maximum (probably even less). Anything above that is not needed and just throwing money at a hobby (nothing bad but not a necessity). These specs will also be more than enough to get QL and probably CSGO running at 120FPS while streaming on 30 or even 60 FPS.

Could I get a 400-500€ rig stream running in at least 125fps / 30fps?

My budget can't go above that ammount of cash as of now.

That's cutting it quite short if you don't have any parts that you can reuse in your new build (not talking HDDs and DVD-ROMs now, but actual important parts). I'd say with 600-700 you could get a complete Tower. If you send me your current hardware I could look into it. Also need your current country of residence in order to find the parts in online-stores that ship to your place.

well, technically I can't anymore since my ISP changed my ul to 4 mb/s from 10 mb/s but I could stream duel at steady 144 fps / 40 fps 720p before on this rig. I'm sure it would lag in ca, tdm, or larger maps in general.

We looked into it, but his current PC is too old and there's not much (if anything at all) that could be used in an upgrade. And the money is just for the tower; no monitors, mice, keyboards or anything like that. Also, he won't be getting the full €1000, some of it will go for IndieGoGo and PayPal commissions.

If you can list his PC specs maybe some can help him out with affordable upgrades?

His current PC is a Packard Bell with an i3 540, 4GB RAM and an HD 6700. The motherboard is a Packard Bell imedia S3810.

Without a new motherboard, there's not much that can be done, maybe except maxing out the RAM and get a second-hand CPU that's supported. But I doubt any of that would make much of a difference.

so, apart from the valid observations about you getting any kind of job for a month to buy new pc parts (and not delivering on the promised quakecon content), you could :

A. buy used parts (see stuntz's post)
B. buy a capture card
C. upgrade your current rig with used parts and buy a capture card or a nvidia graphic card with an encoding chip to use shadowplay (so from the gtx 660 and upwards, you will probably have to change your psu, though)

no way a pc to stream cs:go and ql is going to cost you 1k. just get the money people are throwing at you and take the right course of action

the 2 most powerful cpu's you can plug on your motherboard : i7 870 and i5 760, probably between 80 (for the i5) and 140€ (for the i7)
graphic cards more powerful than the one you have now : anything sold in the last 4 years, a 560ti or hd5850 would cost your something like 50-60€
psu : anything from a brand (antec, seasonic, corsair, you get it) in the 400-600w range, say 45-60€

I actually think you'd have more success asking for used pc parts and build a new rig. I have a hd4850 lying around, I'll never be able to sell that shit, for example

I think part of the problem here is the attempt at humor on some (all) of the indiegogo perks, it really doesn't look good when you're asking for donations... but maybe that's just me though. In all seriousness however, if ins will actually provide regular QuakeLive content then I think it's a cool initiative considering it was his commentary in the few times I have watched Quake in recent years that I enjoyed. I'd watch his tournament coverage, but he might need to find a co-commentator.

I did try to come up with things that people would see value in. Especially in the ranges that I thought most people would donate. But you are probably right, maybe I did went too far with the humor.

I'm not presuming its bad, my opinion of it is that its bad. Thats what I mean, there is no correct answer as to whether its good or bad, its up to the person judging it.

You can claim the artist had great skill and be objectively correct about that, but it wouldnt necessarily make the painting good. Same way a very talented guitarist could still create a boring song. You could objectively state the guitarist is insanely talented, but what you think of the song is subjective.

Their skill shows, in some cases, in very predictable ways. If a painting is much like a photo, that makes it's objectively good. Anyone with an eye could see that. Not all good paintings will be like that obviously, but I don't think anyone would argue that being able to paint a complicated painting with skill and realism isn't, at least in the single measure, good art.

I'm trying to show you that there is some universality in this topic, which means there's some objectivity.

Some sounds are pleasant, or happy or sad to babies which have no societal clues.

Some views are considered universally pleasant, like a sunset, so for normal human beings it becomes an objective truth.

Sometimes people will convince other people that an artist is good or bad via rational discourse.
Examples of this range from "Look, he just repeats this part" to complex musical theory reasoning. Whichever it is, it means understanding and knowledge impacts taste, and ability to rate art.

In fact, breaking the rules has been and will be an important part of art. It might be a matter of seconds an artist gets the idea to ram a pencil through a piece of paper and bam! Art was made.

Another thought: many artists were not popular in their lifetime because society did not recognize their works as 'good' art. Only decades after they died their brillancy was discovered. This shows that the idea of 'good' art is dynamic and depends of the time the recipient lives in.

Originality and response to the art scene around the artist is a factor in art, same as others. Obviously, the sum isn't equal to the parts, but it's predicted by them to some extent.

The fact that good art can be discovered, discussed into trash or into supremacy sorta supports art being some part objective, otherwise rationality wouldn't come into it.

As for silence, it think it mostly depends on which of the definition type of art you choose. Art can be something meant to be shown to be people and to have intrinsic value from that. By that account, silence is a good song. It could only be done once and it had it's effect, so it's original and it responds to other art. Another type of definition will go for defining beauty, and tying art into this perrenial beauty and perfection idea. By that definition, silence is trash.
Since I admit that both of these definitions are imperfect, I will generously go for a happy medium and call any song good in one of these definitions a good song.

Im not sure what kind of streaming tools (OBS?) can make use of extra threads the i7 has to offer, or if an overclocked i5 will do the trick. For memory 2x4gb is the bare minimum nowadays, and a reasonably fast gfx card with 3-4gb of memory on board that would last for a few years.

It can be done cheaper, but then he'd be upgrading much sooner and in the end spend more $$$ I think.

If you want people to believe you're committed and not just looking to take advantage of some people's gullibility, have ins sign a contract with some entity (like ProT sole proprietorship or whatever the appropriate legal person would be in Portugal ) to guarantee 15 hours a week of Quake-related content till the end of 2015 and if he comes up short, you would be liable for a sum of money agreed upon in the contract and could pay back the dissatisfied donators. Obviously that would involve you taking over the risk of ins cocking up, but if you guys are buddies or whatever, I'm pretty sure you can find a solution that would satisfy both of you, while the donators who are total strangers have a recourse plan.

I'm not saying ins is looking for a cheap handout but some people might think that and there are better ways to put that to rest than "I promise guise!".

I love all these people who magically need to stream everything, why not make some commentaries, highlights, guides, tutorials, etc...? There's no reliable source on how much they make, but for many of them it's a full time job. It's not easy to constantly come up with new content in what is already a small niche (most popular YT channels are either a niche like pranks, comedy, "dares", cartoons, let's plays, etc, or some variation of reality TV with vlogging and such). Is it out of hand because millions of people watch their videos and gets Youtube ad traffic? What's out of hand about a functioning supply / demand based market?

Yeah exactly, if you're making videos that get several million views guaranteed, you deserve a lot of money. A lot of these guys command audiences well beyond that of mainstream television, they deserve to be paid in line with that.
