Yeah, it's annoying. It's artificially set but devs haven't removed it since they never really focused any updates on race mode since it was first introduced way back. Hopefully it's removed in 1.2.

It's nice to see that Reflex mappers have great design taste. Really, every map in that vid was beautiful.
