For your question: Yes, on a wider scale I see the "first agressors" and the terrorists on the same level. Even though there is room for discussion on a more detailed level.
The reason is: The "agressors" is quite undefined, it could be soldiers, or the politicians or anyone that is somehow guilty of something. Some acts during the war can also have been retaliations for other aggression. It simply is not clear cut. In any case, innocent people died because of them.
On the other hand, the terrorists even though they are victims of something simply decided to murder people of whom they can not know if they were innocent or guilty.


Tl;dr.: Both groups commited actions that they knew would lead to the death of innocent bystanders, and both commited actions which they knew can incite violent retaliations under which more people will suffer. That is why I see them on the same level.
