Nope, that's not what I said.

It has neither been approved nor declined. There are just still concerns over the ratings issues which have resulted in it remaining in limbo all this time. The development team did the work nearly a year ago. It is fully functional supporting both gibs and sparks, as a steam dlc item, but it has legal and approval hurdles before it can see the light of day."
