what does it do?

I was curious too so I looked it up. Apparently it's like mouse filter, but instead of lagging your mouse it just lags your view. So your mouse input is unfiltered, but your view lags behind your actual aim, so that the movement can be displayed to you more smoothly. Pretty sure it is ridiculous.

It's perceivable to me at 0.01. Haven't tried values lower than that.
