When I watch old demos the hud comes out fine, I have "force all paks" on. Sometimes (rarely) it messes up but I just restart the demo and it works fine. Another thing I always do before watching demos is put my cfg on read only, I dont know if that affects the hud I just do it so it doesn't change my name, but maybe its another reason why my hud doesn't mess up so often.

No, there is no hud_usesuperhud 0 anymore, and it will not be restored.

If you use demo_enforcefs 2 ("force all") it'll use the same q4max version as was used when recording the demo, so it should work.

The other option is to use hud_style "minimal" or some other hud that doesnt screw up when using old media.
